I agree with Attila’s comments. I think a focus on a recruitment strategy would be interesting, particularly as it seems you have already analysed the institution and operating environment quite well. But the fact that you focus solely on recruitment needs to be made clear, and explained.

The transition between sections is a bit unclear. The rationale seems to already be describing your HRM strategy, and therefore should come after the description of the university and the institutional strategy (between “how the recruitment strategy is developed” and “how the recruitment strategy is operationalised”). 

I like that you have included an analysis and discussion section at the end.

Overall, it looks promising but still some way to go.
